Tibet Infrastructure Development: Lhasa to Naqu Expressway Strives to Open to Traffic this Year

Recently, the reporter learned from the two sessions of the autonomous region that in 2019, the Tibet Autonomous Region has completed a total of 48.5 billion yuan in fixed assets investment in highway transportation, accounting for 100.7% of the annual target task of the Ministry of Transport, exceeding the expected target. As of the end of November 2019, the total mileage of highways in the region made a breakthrough of 100000 kilometres. All the projects resumed in the “Thirteenth Five-Year Plan” (2016-2020) of the Ministry of Transport have been completed, and all new projects planned to start construction have been started construction except the Xieerwa Bridge. The national and provincial highway mileage has increased from 11950 kilometres in 2015 to 29353 kilometres, with an average annual increase of 4243 kilometres.
In 2019, all counties in Tibet Autonomous Region achieved the goal of oil roads
Completed the poverty alleviation target ahead of schedule and vigorously promoted the poverty alleviation in the transportation field. Since 2019, the Department of Transportation of the Autonomous Region has focused on accelerating the construction of rural roads and promoted poverty alleviation in transportation. The key to solve the economic and social development bottlenecks in Tibet Autonomous Region was to implement transportation to overcome poverty. According to Li Dongchang, Deputy Director of the Comprehensive Planning Division of the Department of Transportation of Tibet Autonomous Region, after the completion of National and Provincial main roads, border defence roads and rural roads, the unimpeded traffic rates of townships and organised villages has been reached to 95.2% and 76.6% respectively. It could smoothly finish the task of road hardening of villages and organised villages. The oil road from Bomi to Motuo (Medog) has been connected and all counties in Tibet have achieved the goal of oil road.
Tibet will conscientiously implement the decision-making and deployment of ecological environmental protection, and promote the construction of ecological civilization and green-cycle low-carbon development in Tibet’s highway transportation. It will formulate the working system for ecological environmental protection of transportation in the Tibet Autonomous Region, set up a leading group for ecological environmental protection in the Department of Transportation, comprehensively coordinate and advance various environmental protection work in an orderly manner, and implement the point of “Party and Government Administration”, “One Post Two Responsibilities” . In the assessment of the ecological environment protection of the autonomous region, Tibet was rated as excellent for two consecutive years in 2018 and 2019. For the mutual win of safeguarding the blue sky, clear blue water, and pure land, Tibet has made active contribution to build a National Ecological Security Barrier.
Talking about the specific achievements made in the highway construction and development of Tibet in the past year (2019), according to Li Dongchang, as of the end of November 2019, the total mileage of highways in Tibet Autonomous Region has exceeded 100000 kilometres. The upgradation of Tibet ’s national and provincial main line highways has entered an accelerated development period. The G4218 Nyingchi (Linzhi) to Lhasa, G4218 Shigatse (Rikaze) Airport to Shigatse City, G4219 Zedang to Gongga Airport and other highways have been completed and opened to traffic in succession. The construction of G4218 Lhasa to Shigatse Airport highway is accelerating. Linzhi and Shannan (Lhokha) City has taken the lead in linking high-grade highways, and Nagqu (Naqu) and Shigatse cities will also build expressways in succession.
(a) Xieerwa bridge is in China-Nepal border (Xieerwa China-Nepal cross border bridge). This replaces the previous swaying suspension bridge. After the Nepal PM’s visit to China in March 2016, the boundary river highway bridge project on both sides was approved by the Transportation Department of Tibet Autonomous Region.
