India Russia Military Cooperation– Staff Talks and High-Level Visits

Defence minister Rajnath Singh will visit Moscow in November for the India Russia Inter Governmental Military Committee meeting to review progress of various defence technical agreements. He will be accompanied by a large delegation of private and public sector industrialists led by industry body SIDM (Society of Indian Defence Manufacturers) that has been tasked with measuring the “competence” of the industry and identifying specific companies that would be allowed to take part in the initiative.

The intergovernmental agreement on joint manufacturing of sub systems, spare parts, aggregates and components of Russian origin military arms and equipment is expected to come up for discussion during Singh’s Moscow visit from November 5-7 as per the Economic Times.

1st Mtg of Working gp on Mil Coop between Russia & India was conducted on 24 & 25 Oct at New Delhi. Lt Gen PS Rajeshwar, CISC & Lt Gen G Stanislav Israpilovich, Dy Chief of the Main Op Dte of Gen Staff, Federation of Russia led their delegations at the talks.

The 4th Indian Navy (IN) – Russian Federation Navy (RuFN) Staff Talks were held at New Delhi on 30 October 2019. The talks were co-chaired by Rear Admiral Atul Anand, Assistant Chief of Naval Staff (Foreign Cooperation and Intelligence) from the IN and Rear Admiral Vladimir I Zemskov, Deputy Chief of Russian Naval Staff (Signals) from the RuFN.

Discussions during the Staff Talks included issues related to operational interaction through ‘INDRA’ series of exercises; training interaction; sharing of best practices; medical and Logistics cooperation and exchange of high level visits.

The RuFN delegation called on Vice Admiral MS Pawar, Deputy Chief of the Naval Staff on 30 October 2019 and discussed various important maritime engagement issues relating to operations as well as training. The delegation will visit operational and training units at Goa as well as call on Flag Officer Goa Naval Area (FOGA) as part of their visit to Goa from 31 October to 01 November 2019.
