General Elections India – Phase 7 – Sensitive Constituencies

Election Commission of India announced the schedule of general elections for 543 Lok Sabha seats and the State assemblies of Odisha, Andhra Pradesh, Arunachal Pradesh and Sikkim from 11 April to 19 May in seven phases. Final results will be declared for all phases on 23 May. Across States and Union Territories the number of Polling Stations are 1035919.  Total number of Electors as of now for 2019 Electoral Roll is 897811627 indicating the largest body of polling in the World. The detailed schedule is as given below.

Security Impacting Travel

Model code of conduct is in place for elections and management of law and order is overseen by the electoral commissioners in states and districts. Strict vigil is anticipated, however the following security challenges are anticipated during travelling in India:-

Disruptions by Anti National Elements. Terrorist groups including Left Wing Extremists will attempt to disrupt polls. This activity is expected to be limited to Jammu and Kashmir, Southern Chhattisgarh, Odisha, Jharkhand, Southern Bihar, parts of Maharashtra, Andhra Pradesh and Telangana and areas in Manipur and Assam.

Election Related Law and order Disruptions. These may include clashes between political activists, attacks on rival party leaders and offices and so on. West Bengal, Kerala, Uttar Pradesh, Bihar, Odisha and Jharkhand appear to be vulnerable.

Political Activity & Crime. This will have the maximum impact in terms of travel due to large number of rallies and electoral movement. Criminal and anti social elements could also take advantage of the situation due to diversion of police personnel for polls duties.

Areas and Period of Security Caution

Election is in Seven (7) phases spread over one month plus and includes large number of areas that will be peaceful. Outline Phase wise categorisation of sensitive constituencies has been carried out as given in Table 1 and Detailed State Wise as given in Table 2. Security sensitive constituencies and the period of intense election related activity has been identified in both Tables, hyperlinked to the Map. Only minimum avoidable travel is recommended in the security sensitive constituencies during high intensity period. In other areas avoiding large public rallies, political meetings and so on unless a participant in poll activities is recommended. Situational awareness, forward planning by monitoring the local media channels including social media & personal prophylactic security measures is essential.
