Fourth Plenum Emphasises Control of Party over PLA

The Central Military Commission has recently issued a guideline on strengthening the political buildup of the Party in the military.

The guideline underlined the need of implementing the CMC Chairman responsibility system, called for enhancing the training of political competencies and the political function of Party organizations, and highlighted the improvement of military preparedness and combat capabilities of leaders of Party committees.

It said that the military should purify political atmosphere, take the responsibility of strengthening the political buildup of the Party, and comprehensively enhancing the quality of work on Party leadership and Party building in the military.

This comes after a reaffirmation that China will work to uphold and improve the Party’s absolute leadership over the armed forces and ensure that they will faithfully fulfill their missions in the new era, according to a decision of the Communist Party of China (CPC) Central Committee.

The decision on some major issues concerning how to uphold and improve the system of socialism with Chinese characteristics and advance the modernization of China’s system and capacity for governance was adopted at the fourth plenary session of the 19th CPC Central Committee on Oct. 31.

It stressed the following:

— upholding the CPC Central Committee’s supreme leadership and command over the armed forces;

— improving the system of the institutions for Party building in the armed forces;

— implementing the Party’s absolute leadership over the armed forces in all fields and throughout the process of enhancing military capabilities.

Later Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, presided over the 11th meeting of the central committee for deepening overall reform.

Xi, also Chinese president, chairman of the Central Military Commission, and head of the central committee for deepening overall reform, stressed implementing the important measures adopted at the fourth plenary session of the 19th CPC Central Committee.

The session created a clearer top-level design for deepening overall reform in the new era, Xi said, urging reform efforts to focus on upholding and improving the system of socialism with Chinese characteristics and modernizing China’s system and capacity for governance.

Li Keqiang, Wang Huning and Han Zheng, all members of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy heads of the central committee for deepening overall reform, also attended the meeting.
